Odoo ERP Implementation in Saudi Arabia: Scope, ZATCA and Arabic Done in Stages.

What to switch on, how to move your data and how invoices reach ZATCA when a Saudi company moves to Odoo. We quote by what you need.

An Odoo implementation for a Saudi company is mostly three decisions made early: which apps you switch on, how clean your data is when it moves in, and how invoices reach ZATCA. Get those right and the rest is configuration and training.

Devvista is an official Odoo partner and a software company that sets up Odoo for Saudi businesses, in Arabic and English, and we scope ZATCA e-invoicing with you. Odoo projects are under NDA, so we do not show client names. We show how we work instead, and we say honestly if your case is not a fit.

01

What Goes Into the First Release

Start from the process, not the app list. Write down how an order becomes cash today: who quotes, who approves, who ships, who invoices, who chases payment. Then switch on only the Odoo apps that remove a manual step you can name. Odoo's Inventory app, for example, is described in its documentation as both an inventory application and a warehouse management system, so a trading company with several stores needs it and a consulting firm may not.

Our view: a first release that covers sales, purchasing, stock and accounting for one legal entity is a realistic target. Manufacturing, payroll, several branches and integrations with your online store can follow as a second release once the first is stable. Splitting the work this way keeps the first estimate small and lets the team learn the system on real invoices.

If you already run a system, tell us which one. The question is rarely "Odoo or nothing"; it is which parts of the old system you keep, replace or connect. Our custom software service covers the connections Odoo does not ship, and our global Odoo implementation page (English) describes the general method.

02

ZATCA Belongs in the Scope From Day One

For a Saudi company the invoice is the part regulators look at. ZATCA's roll-out page says phase two is enforceable from 1 January 2023 in waves, with at least six months' notice for each group (ZATCA roll-out phases). Its Wave 25 notice adds that taxpayers must integrate their e-invoicing solutions with Fatoora, issue e-invoices in a specific format and include additional fields in the invoice. For Wave 25, taxpayers whose VAT-subject revenue exceeded SAR 187,500 in 2022, 2023, 2024 or 2025 must integrate by 1 February 2027 (ZATCA notice). Use our Wave 25 checker to compare your figures, and your own ZATCA notice is what decides.

Odoo's documentation lists the modules in the table above, a standard VAT rate of 15% with zero-rated and exempt options, and a company record that needs a name of no more than 63 characters, a full address with district and building number, an identification scheme, a VAT number and SAR as the currency. It warns that all fields must be completed accurately to avoid rejection. In practice that means ERP data cleaning starts with your company and customer records, before any invoice is issued.

Odoo module (from Odoo's Saudi documentation)What it does
Saudi Arabia - Accounting (l10n_sa)The default fiscal localisation, with the phase-one QR code.
Saudi Arabia - Accounting Reports (l10n_sa_reports)Accounting reports for Saudi Arabia.
Saudi Arabia - E-invoicing (l10n_sa_edi)The ZATCA phase-two API integration.
Saudi Arabia - E-invoicing (Simplified) (l10n_sa_edi_pos)E-invoicing through Point of Sale.
Saudi Arabia - Point of Sale (l10n_sa_pos)Compliance fields and behaviour for PoS invoices.
Saudi Arabia - Withholding Tax (l10n_sa_withholding_tax)Installs the withholding tax on payment module.

Two behaviours from the same documentation shape the project plan. Each sales journal is onboarded separately with a one-time password that expires after 60 minutes, and once an invoice is submitted in production the API mode cannot go back to sandbox or simulation. So we rehearse on a copy of your database first. Details are in our Odoo e-invoicing guide and the Wave 25 guide.

03

Arabic Invoices and Bilingual Screens

Odoo's Saudi documentation says Tax Invoices and Simplified Tax Invoices, and their credit and debit notes, must be in Arabic, and that invoices can be bilingual, including English. The language can be set per customer, or Arabic can be added as a secondary language at company level by enabling the Gulf Cooperation Council Format option.

Odoo installs languages from the Settings app, and emails and documents are sent to each user in the language they select (Odoo language documentation). We configure Arabic and English together, then test the printed invoice, the quotation and the customer email with real Arabic names and addresses, because that is where layout and spelling problems show up. Odoo's documentation does not describe right-to-left layout in detail, so we check it on your own templates and do not assume it.

04

Data Migration Without Carrying Old Problems

Odoo imports data into any business object from Excel (.xlsx) or CSV (.csv) files, with contacts, products, bank statements, journal entries and orders given as examples in its import documentation (Odoo import guide). The tool is simple; the work is deciding what deserves to move.

DataUsual approachThe check that matters
Customers and suppliersClean in a sheet, import in batchesVAT number, legal name and address fields for ZATCA
Products and pricesImport after categories and units are agreedOne product code per item, tax set per product
Opening balancesJournal entry on a cut-off dateTrial balance matches the old system on that date
Open invoices and ordersImport only what is still openTotals tie to the receivables and payables ledgers
Old historyKeep in the old system or an archiveDecide who needs it and how often

House practice: we import twice: first into the staging copy so you can see the mistakes, then into production on the agreed cut-off date.

05

How the Work Runs

House practice: every project follows the same shape, and each step produces something you can look at:

  • Scoping call. We listen to your process and write the scope and estimate.
  • Staging site. We configure Odoo on a staging copy, not on your live system.
  • Weekly demos. You see working screens every week, so wrong assumptions surface early.
  • Training and rehearsal. Your team posts real invoices on the staging copy, including a ZATCA simulation run.
  • Go-live and handover. We move to production on the cut-off date, and any custom code is handed over to you.

We do not publish a fixed duration because it depends on scope, and a number we cannot stand behind would not help you plan.

06

What Changes the Price

Our published ranges are a fixed price from $500 to $100,000 depending on complexity, or $10 to $100 per hour depending on the type and level of developer, in US dollars. What moves a quote:

07

Is Odoo Right for You?

Our view: Odoo suits Saudi companies that want one system for sales, stock and accounts and that need invoices connected to ZATCA. It is a poor fit if a single cloud accounting tool already does everything you need, in which case our accounting and e-invoicing software page explains when a lighter option is enough. For fleets and shipments see logistics software. If you need extra developers on your own Odoo team, see hiring developers and the English Odoo developers page. It depends on scope: apps, entities, data and custom work. We give a calendar in the written estimate after a scoping call and do not quote a standard duration.

Yes. Devvista is an official Odoo partner. Odoo projects are under NDA, so we cannot show client names.

Odoo's Saudi documentation lists a phase-two ZATCA API integration module (l10n_sa_edi) and a simplified e-invoicing module for Point of Sale. We configure, onboard each journal and test before go-live.

According to Odoo's Saudi documentation, Tax Invoices and Simplified Tax Invoices must be in Arabic, and invoices can be bilingual, including English.

Yes, within limits. Odoo imports from Excel and CSV files, and we clean and test the data on a staging copy first. Very old history is usually better kept in the old system.

If ZATCA has notified you for Wave 25, you must integrate with Fatoora by that date. Check your notice and use our Wave 25 checker for a first comparison.

We quote by need: fixed prices from $500 to $100,000 depending on complexity, or $10 to $100 per hour depending on the developer. The estimate is written after a scoping call.

House practice: any custom code we write for you is handed over to you at the end of the project. That is how we work.

Yes. Our view: a first release for sales, stock and accounting is realistic, with other apps added later once the first is stable.

We will say so. If a simpler accounting tool or a custom build suits you better, we tell you before you spend anything.
