ZATCA Wave 25, in Plain Words

On 24 July 2026 ZATCA published the criteria for the twenty-fifth wave of phase two (integration) e-invoicing. Targeted taxpayers must integrate with the Fatoora platform by no later than 1 February 2027.

Devvista is a software company in Jeddah that connects Odoo and custom systems to ZATCA's Fatoora platform for Saudi businesses. This page sets out what ZATCA has said and what to do next.

What ZATCA Has Said About Wave 25

From ZATCA's notice of 24 July 2026. Check your own notice, because ZATCA notifies each taxpayer directly.

Who is included
SAR 187,500

Wave 25 includes all taxpayers whose revenue subject to VAT exceeded SAR 187,500 during 2022, 2023, 2024 or 2025.

Integration date

What phase two needs
Fatoora

Integrate your invoicing solution with ZATCA's Fatoora platform, issue e-invoices in a specific format and include additional fields on the invoice.

How you find out
Direct

ZATCA notifies the targeted taxpayers itself, and says later waves are notified at least six months before their integration date.

ZATCA: roll-out phases

Penalties are set by ZATCA and we do not summarise them here. Ask ZATCA or your adviser. Checked against ZATCA's notice on 7 November 2026.

What to Do Before 1 February 2027

This order is our advice, not ZATCA's. The Odoo details come from Odoo's Saudi documentation.

01
Check

Confirm your status

Read your ZATCA notice and compare your VAT-subject revenue for 2022 to 2025 with the SAR 187,500 criterion. Our checker does the comparison.

02
List

List what issues invoices

An ERP, a point of sale, an online store or a spreadsheet. Our view: every system that issues invoices will need a connection to Fatoora or a replacement.

03
Choose

Choose your path

Ask your invoicing vendor for written confirmation that phase two is supported and from which date, or move to Odoo, or build the connection into your own system.

04
Rehearse

Test on a copy

In Odoo, simulation invoices are not legally valid, and once the API mode is switched to production and an invoice is submitted it cannot go back to testing, so rehearse on a copy of your database first.

05
Go live

Clean the data, then launch

A rejected invoice is not legally valid and must be corrected and resubmitted, so check VAT numbers, names and addresses before launch.

Each sales journal in Odoo is onboarded separately with a one-time password that expires after 60 minutes. The details are in our Odoo ZATCA guide.

Three Ways to Be Ready

Which one fits depends on the system that issues your invoices today.

Odoo's documentation adds that Saudi VAT rules call for Arabic tax invoices, with English as an option. See the Odoo Saudi documentation.

Four Questions to Ask Your Invoicing Vendor

These work for us or for any vendor you are comparing. A good answer is specific and in writing.

Do you support phase two, and from which date?

Ask for written confirmation that your version integrates with the Fatoora platform, and the date it is available to you.

How are branches and journals onboarded?

In Odoo each sales journal is onboarded separately. Ask how your vendor handles several branches, tills or terminals.

Who fixes rejected invoices, and how fast?

A rejected invoice is not legally valid and must be corrected and resubmitted. Ask who watches for rejections and how quickly they are fixed.

Can I rehearse before going live?

Odoo's documentation describes sandbox and simulation modes for testing. Ask your vendor for an equivalent rehearsal on a copy of your data.

What Changes the Estimate

Each quote is written for the need, after a short scoping call.

Estimate factor
Journals

How many sales journals, branches and point-of-sale terminals issue invoices. Each Odoo journal is onboarded separately.

Estimate factor
System

Odoo, another ERP, a point of sale or a custom system. Native modules lower the custom work; older systems need more.

Estimate factor
Data

Missing or wrong VAT numbers, names and addresses are what get invoices rejected, and cleaning them takes time.

Our published ranges run from $500 up to $100,000 for a fixed price, or $10 to $100 per hour, in US dollars. The quote tells you the scope and the price; ask us what fits before 1 February 2027. See also Odoo pricing explained.

ZATCA says Wave 25 of phase two e-invoicing includes all taxpayers whose revenue subject to VAT exceeded SAR 187,500 during 2022, 2023, 2024 or 2025. They must integrate with the Fatoora platform by no later than 1 February 2027.

ZATCA notifies each targeted taxpayer directly, so check your notice and your ZATCA account. Our checker compares your revenue with the published criterion, but only your own notice from ZATCA decides.

ZATCA says phase two requires integrating your e-invoicing solution with the Fatoora platform, issuing e-invoices in a specific format and including additional fields in the invoice.

No. ZATCA says phase two runs in waves. Wave 25 has 1 February 2027 as its latest integration date; if you were notified for an earlier wave, check the date in that notice.

Odoo's Saudi documentation lists a phase-two ZATCA API module, standard VAT at 15% and the phase-one QR code. We configure the modules, onboard each sales journal and rehearse on a copy of your database before going live.

Maybe not. Ask the vendor for written confirmation of phase-two support and its date, then test it with real invoices. We help when the vendor cannot, or when several systems issue invoices.

According to Odoo's Saudi documentation, tax invoices must be in Arabic and English is optional. We build the Arabic version first and test it.

Each quote is written for the client's need once we have scoped it. The estimate depends on the number of sales journals, the system you use and the state of your data. Our published ranges run from $500 up to $100,000 for a fixed price, or $10 to $100 per hour, in US dollars.

Penalties are set by ZATCA and we do not summarise them here. Ask ZATCA or your adviser about the consequences, and plan the work early.
