Logistics and Shipment Tracking Software for Saudi Arabia: Odoo or Custom
Shipments, fleet and ZATCA invoices in one system, with an Arabic driver app when you need one. Built on Odoo or custom, quoted by what you need.
A logistics system for a Saudi company ties together three records: where each shipment is, which vehicle and driver carry it, and the invoice for it. We build it on Odoo, where Fleet, Barcode and Saudi accounting modules already exist, or as custom software when your process is unusual, with an Arabic driver app scoped as custom work if you need one. If a ready-made tracking product fits, buy it; we write for the company it does not fit.

Why logistics companies outgrow shared spreadsheets
A logistics business in Saudi Arabia usually runs on three kinds of records that do not talk to each other: where each shipment is, which vehicle and driver carry it, and what the customer owes. When those live in a chat group, a spreadsheet and an accounting package, three things go wrong. Dispatchers answer "where is my shipment" by phone. Fleet costs are hard to see. And the invoice for a shipment is written by hand after the delivery, which is exactly the step ZATCA e-invoicing now checks.
This page is for owners and operations managers of freight, last-mile, trucking and warehouse businesses who want one system for shipments, fleet and invoicing. We build it either on Odoo or as custom software, and we tell you honestly which one fits.
Search note (Evidence: Semrush Saudi Arabia, 7 November 2026): the Arabic phrase for a shipment-tracking system draws about 480 searches a month, and on 7 November 2026 the first Google page in Saudi Arabia, in Arabic, showed carrier and government tracking pages (DHL, MSC, FASAH, ZATCA, SFDA), parcel-tracking tools (AfterShip, SafeChoice) and one ERP tracking page, not agencies. If an off-the-shelf tracking product already does what you need, buy it. We write for the company whose process does not fit one.
What the system covers: shipments, fleet, warehouse and invoices
These are the parts most logistics projects contain. Each is built to your process, so we list what exists and where it comes from rather than selling a fixed bundle.
| Part | What it does | Where it comes from |
|---|---|---|
| Shipment and order records | One record per shipment with sender, receiver, status, assigned vehicle and driver, proof of delivery | Odoo Inventory and Sales, or a custom build for unusual workflows |
| Fleet | Vehicles, contracts, services, accident and repair records, cost and odometer reports | Odoo's Fleet application, whose documentation lists vehicles, contracts, services, accidents, a cost analysis report and an odometer analysis report. Source: Odoo Fleet documentation |
| Warehouse scanning | Barcodes on products and packagings, receipts, deliveries, batch transfers and inventory adjustments by scanner | Odoo's Barcode application. Source: Odoo Barcode documentation |
| Carrier connections | Link a third-party carrier to check delivery to an address, calculate shipping cost and print labels | Odoo lists DHL Express, Envia.com, FedEx, UPS, US Postal Service, Sendcloud, Bpost, EasyPost, Shiprocket and Starshipit. Saudi carriers are not in that list (not verified either way), so a Saudi carrier connection would be custom work. Source: Odoo third-party carriers |
| Driver app in Arabic | Drivers see assigned jobs, update status and capture proof of delivery in Arabic with right-to-left layout | Scoped as custom work; tell us your case. See mobile app development in Saudi Arabia |
| ZATCA invoice per shipment | The invoice is created from the delivered shipment and sent to Fatoora | Odoo's Saudi e-invoicing module, or a connection built into your own system |
Evidence label: the Odoo module capabilities are Fact from the pages linked; the combination into one logistics system, and the driver app, are our design (our design, to be confirmed for your case).
Shipment tracking: what is realistic
Customers asking where a shipment is want a status they can trust. There are three levels, and the right one depends on your trucks and your budget.
| Level | How it works | Needs |
|---|---|---|
| Status tracking | Dispatcher or driver updates status: picked up, in transit, delivered. The customer sees it through a link or portal | A shipment record and a driver app or dispatcher screen |
| Scan-based tracking | Each handover is scanned at the warehouse or hub, so the record shows where parcels have been | Barcode scanning on phones or handhelds |
| Live location | Vehicles report their position so a map shows trucks in near real time | A tracking device or the driver's phone sending positions. This adds hardware or phone-permission questions, and we scope it separately |
Our view: we suggest starting with the first two levels and adding live location once the process is stable. That is our advice, not a rule.
Invoicing every shipment under ZATCA e-invoicing
If your company issues invoices per shipment or per trip, e-invoicing is part of the logistics system, not an accounting afterthought. ZATCA says phase two (integration) has been enforceable since 1 January 2023 and is rolled out in waves, and that it notifies taxpayers at least six months in advance. Source: ZATCA roll-out phases. For Wave 25, ZATCA's notice of 24 July 2026 names taxpayers whose revenue subject to VAT exceeded SAR 187,500 in 2022, 2023, 2024 or 2025 and sets 1 February 2027 as the latest integration date (notice).
Odoo's Saudi documentation says each sales journal is onboarded separately, that rejected invoices stay in a rejected state and are not legally valid, that credit and debit notes need a ZATCA-approved reason, and that Arabic is required on tax invoices. For a logistics business that means: delivered shipment, then invoice, then submission and a visible result, with a person watching rejections. Read the details in our Odoo ZATCA e-invoicing guide and accounting and e-invoicing software guide, and check your status with the Wave 25 checker.
We do not cover transport licensing or vehicle-tracking regulations on this page: we have not verified them, so ask the relevant authority or your adviser.
Odoo or custom: how to choose
Both are real options, and mixing them is common: Odoo for the standard core, custom code for what is unique to you.
| Odoo-based | Custom software | |
|---|---|---|
| Fits when | Your process is close to standard shipments, warehouse and invoicing, and you want one system with accounting | Your dispatch or pricing logic is unusual, or you must plug into your own platform or a Saudi carrier |
| Strength | Fleet, barcode, inventory and Saudi accounting already exist; the work is setup and fit | Exactly your workflow, nothing you do not use |
| Risk | Heavy customisation fights the platform; keep it modest | More to build and maintain; you own the ZATCA connection |
| Our view | Start here if the standard apps cover most of your process (judge it by walking your process through the apps in a demo) | Choose it when the unique part is your competitive edge |
Devvista is an official Odoo partner and builds custom software. See Odoo ERP implementation in Saudi Arabia and custom software development. In English only: custom software development service and hire Flutter developers.
How we run a logistics project
Odoo projects are under NDA, so we cannot show them as case studies. What we offer instead is a process you can inspect.
| Step | What happens |
|---|---|
| Scoping call | We map one real shipment from order to invoice, list vehicles, branches, drivers and the systems already in use |
| Staging site | A working copy you open from day one; nothing touches live operations first |
| Weekly demos | You see shipments, fleet and invoices working with your own sample data, and change the plan as you learn |
| Pilot | One route, branch or customer runs on the new system while the old one stays as the backup |
| Handover | Documentation, access and the code are handed to you |
Tell us your case and we will say honestly if we are a fit. Contact us and name the one problem that costs you most.
What changes the cost
We quote by need, after a short call, so there are no fixed packages. The drivers:
| Driver | Effect |
|---|---|
| Odoo apps versus custom code | Our view: standard apps are mostly setup; unique logic is built and tested |
| Number of vehicles, drivers, branches and warehouses | More users and locations mean more setup, training and testing |
| Driver app | A mobile app in Arabic, for Android and iPhone, is a project on its own |
| Live location and hardware | Trackers and phone permissions add scope |
| Carrier and other integrations | Each connection is separate work |
| ZATCA e-invoicing | Journals, data quality and rejection handling |
Our published ranges are a fixed price from $500 to $100,000 depending on complexity, or $10 to $100 per hour depending on the developer's type and level, in US dollars. As an illustration only, at $40 an hour every 10 hours is $400 (estimate, not a quote). For a wider look at budgets read ERP implementation cost in Saudi Arabia.
