Hire .NET Developers in Saudi Arabia: C# Engineers for Business Systems and ZATCA
Dedicated C# and ASP.NET Core developers for Saudi companies on Microsoft systems, including ZATCA Fatoora connections. Remote, Arabic and English, quoted in US dollars.
Devvista provides dedicated .NET developers and small teams to Saudi companies that already run Microsoft-based systems: custom business applications, ASP.NET Core back ends and APIs, and connections to ZATCA e-invoicing. Work is remote, in Arabic and English, hourly from $10 to $100 by developer level or fixed-price from $500 to $100,000 by complexity.
This page covers what .NET is used for, what our developers build, why ZATCA matters for a .NET system, how to hire, and what to ask a candidate. We are honest about scope: tell us your case and we will say whether we are a fit. The global overview is on our hire .NET developers page (English).
What .NET is and what it is used for
Microsoft describes .NET as a cross-platform, open-source developer platform for building many kinds of applications, with C# the most popular language on it. The table sets out the parts a Saudi business is most likely to meet.
| Part | What it is, in Microsoft's words or close to them | Where it fits |
|---|---|---|
| .NET (modern) | A cross-platform, open-source implementation of .NET, actively supported | New systems and APIs |
| .NET Framework | The original .NET for Windows and Windows Server, actively supported but in maintenance | Older business systems that still run |
| ASP.NET Core | An app stack for web applications and services | Back ends, APIs, portals |
| Blazor | A .NET front-end web framework that lets you build interactive UIs with C# | Internal tools and dashboards |
| .NET MAUI | A cross-platform framework for native mobile and desktop apps with C# and XAML | Apps for staff or customers |
Sources: Microsoft Learn, Introduction to .NET and ASP.NET Core Blazor. Microsoft adds that new versions of .NET are released each November, which matters when you plan support.
What our .NET developers build
| Work | What it involves |
|---|---|
| Business systems | Applications for finance, operations and logistics, with sign-in through your existing directory and reports on data you already hold |
| APIs and services | Back ends that web and mobile apps call, with clear contracts, versioning and monitoring |
| Integrations | Connections to ERP, CRM, Microsoft 365, SQL Server and, in Saudi Arabia, ZATCA's Fatoora platform |
| Modernising older systems | Moving an old .NET Framework application to current .NET in planned steps with tests around what the business cannot lose |
| Cloud deployment | Pipelines, hosting and monitoring on a cloud platform such as Azure; see hire Azure developers (English) |
We do not claim finished .NET projects for named clients on this page. We describe what we build and how we work, and we will walk through a sample task rather than invent proof.
Why ZATCA matters if you run a .NET system
ZATCA says phase two of e-invoicing requires electronic invoicing solutions to be integrated with its systems, and rolls this out in waves with at least six months of notice. For Wave 25, taxpayers whose VAT-subject revenue exceeded SAR 187,500 in 2022, 2023, 2024 or 2025 must integrate with the Fatoora platform by no later than 1 February 2027. ZATCA notifies each taxpayer directly, so read your own notice.
That puts a question to every company whose invoices come from a .NET application or a Microsoft-based ERP such as Dynamics: does the system already support phase two, from which date, and who fixes a rejected invoice? Ask the vendor for the answer in writing. If the answer is no, the connection can be built into a custom .NET system, or you can move to Odoo, which has a Saudi module for it. Our hypothesis, not a finding: some Microsoft-based Saudi companies may review their invoicing before the date.

Three ways to hire a .NET developer
| Model | Best when | Price |
|---|---|---|
| Dedicated .NET developer by the hour | Ongoing maintenance and features on an existing system | $10 to $100 an hour by type and level |
| Small team | A build needing .NET, front-end and testing skills together | Hourly, per person |
| Fixed-price build | A system or API with a written module and rule list | $500 to $100,000 by complexity |
An estimate, not a quote: a part-time developer for 100 hours at an illustrative $40 an hour is $4,000. Prices are in US dollars. For other stacks see hire developers in Saudi Arabia, Odoo developers and Python developers (English).
How to check a .NET developer
- How do you keep connection strings and secrets out of the repository and the logs?
- Which .NET version will the system use, and how will it stay supported?
- How do you test business rules, and what do the tests cover?
- How would you move this old .NET Framework application to current .NET?
- How do you handle sign-in and permissions for staff?
- Who owns the repository, the pipeline and the hosting at handover?
Ask for a small paid trial: one business rule implemented as a tested service, with a note on how it handles bad input.
How a remote .NET team works with you
Calls, written specs and a shared project board replace site visits. We agree overlapping hours with you, plan around your working week and show progress on a staging site in regular demos. Hosting accounts stay in your name and the handover includes the repository, build pipeline, database scripts and a setup guide. Arabic and right-to-left screens are built from the first release.
If you want a company to deliver the whole system instead, see software development for Saudi businesses. For apps see mobile app development and for accounting accounting and e-invoicing software. Start on the contact page or return to the Saudi home page.
