Rent arrives as a bundle of post-dated cheques, the lease lives in Ejari, service charges run through Mollak, maintenance requests come in on WhatsApp and finance stitches it together in Excel every month. Real estate ERP software should hold all of that against each building, unit and lease.
Devvista is a software development and growth agency and an official Odoo partner that builds Odoo setups for UAE landlords, property managers and owners' association managers. This guide covers the UAE rules the system must respect, five setup steps, a worked cheque example, how to measure results and common mistakes.
Why property finance in the UAE ends up in spreadsheets
Accounting software knows customers and invoices. It does not know that a customer rents unit 1204 in a client's building, on a registered lease, paying by four cheques three months apart. Each missing link becomes a spreadsheet.
- Cheques tracked in a drawer and a workbook, so one deposited late or not at all goes unnoticed until the bank statement.
- No unit or building in the ledger, so income and maintenance cost per property is rebuilt by hand for every owner statement.
- Lease data typed twice, with renewal dates in a third place.
- Mixed VAT treatment across residential and commercial units handled by memory rather than by the system.
- Owners' association money mixed with the manager's own in one company file, which is hard to defend at audit.
Which kind of real estate business are you?
"Real estate ERP" means different things to different businesses. The setup depends on which of these you are:
| Business | Main problem | Core of the ERP |
|---|---|---|
| Landlord with its own portfolio | Rent collection, vacancies, renewals | Units, leases, cheques, renewals, maintenance cost per building |
| Property management company | Many owners, each wanting their own statement | Owner accounts, management fees, client money kept apart |
| Owners' association manager | Service charge budgets and collection per community | One set of books per property, budgets, supplier contracts |
| Developer selling off-plan | Sales progress, payment plans, escrow | Outside this page; escrow and sales rules need their own scoping |
The rest of this page focuses on the first three. Developers and contractors building for them should also read our guide to construction ERP in the UAE.
The UAE rules a real estate ERP has to respect
Tenancy registration
In Dubai, tenancy contracts are registered or renewed through the Dubai Land Department's Ejari service online, in the Dubai REST app or at trustee centres, for a listed fee of AED 177.75 online or AED 220 at a centre, producing an e-Contract Registration Certificate (Dubai Land Department). Abu Dhabi landlords register in the Tawtheeq system, and Sharjah leases are registered with Sharjah Municipality (UAE government portal). Store the registration number and certificate on each lease.
Service charges in jointly owned property
In Dubai, Mollak is the system launched by the Dubai Land Department through RERA under Law No. 6 of 2019 on Jointly Owned Property. Owners receive quarterly service charge invoices through it, and management companies upload financial statements and service contracts (Mollak). Your ERP keeps the books behind those figures, not a second set of owner invoices.
VAT on rent
Sales and leases of commercial property are taxed at 5%, residential supplies are generally exempt, and the first supply of a residential property within three years of completion is zero-rated (Ministry of Finance). Flag each unit so a mixed building gets the right tax automatically.
E-invoicing
UAE e-invoicing covers business transactions with limited exemptions, and business-to-consumer transactions are exempt until further notice (KPMG). Rent invoices to company tenants should therefore be planned through your ASP, while individual residential tenants are not in the first phase. See the e-invoicing deadline guide for your dates.
Step 1: Model buildings, units and leases
Odoo's standard apps do not include a lease register, so this is the part we build. The design that keeps reporting simple:
- Buildings and units as records, each unit with type (residential, commercial, retail), area, owner and VAT treatment.
- An analytic account per building, so every rent line and every maintenance bill lands on the right property without a manual journal.
- A lease record with tenant, unit, start and end dates, annual rent, deposit, payment schedule, Ejari or Tawtheeq number and the scanned certificate.
- Recurring rent invoices generated from the lease. Odoo Subscriptions already handles recurring plans with automated invoicing and renewals (Odoo Subscriptions), which can carry the billing side of each lease.
- Renewal alerts 90 and 60 days before expiry.
Step 2: Run post-dated cheques as a register
Where tenants pay by post-dated cheque, the cheques are where money is lost quietly. Each one needs its own record from the day it is received:
- Record every cheque at lease signing: number, bank, amount, due date, linked lease and invoice.
- Track a status: in safe, deposited, cleared, returned, replaced or cancelled.
- Produce a deposit list each morning of cheques due that day, with the safe location.
- Handle a returned cheque as a workflow: reverse the receipt, notify the leasing officer, set a follow-up date.
- Reconcile the register to the bank statement weekly, so a missed deposit is found in days.
Worked example (assumptions, not client data): a 120-unit building where every tenant pays by four cheques a year is 480 cheques a year, about 40 a month. If two a month slip a week past their date, that is 24 late deposits a year, each a cash flow gap. A daily due list removes the reliance on memory.
Step 3: Account for service charges and owners' association money separately
- One company or one set of journals per jointly owned property, so association money never sits in the manager's own books.
- An annual budget per property by cost head (cleaning, security, maintenance, insurance, utilities). Odoo's analytic budgets show achieved and committed amounts against each line (Odoo budgets), which is the basis of the budget-versus-actual report owners expect.
- Supplier contracts per property, with renewal dates, so the documents Mollak asks for are ready.
- Owner balances imported or reconciled from Mollak rather than invoiced twice.
Outside Dubai, check the emirate's own rules for jointly owned property before copying this setup.
Step 4: Log maintenance requests against the unit
A maintenance request that only exists in a WhatsApp chat has no cost, no date closed and no link to the unit. Odoo Maintenance tracks equipment and maintenance requests with a calendar (Odoo Maintenance); for property use we add the building and unit to each request and link the contractor's bill to the same analytic account.
- Preventive jobs (lifts, chillers, fire systems) per building.
- Reactive jobs logged the same day, whoever received the message.
- Cost per unit, so you can see which units cost most to keep let.
Step 5: Give tenants and owners a portal
Odoo's portal lets external users view, download and pay invoices (including partial payments), follow orders and manage subscriptions, with read-only access to the data (Odoo portal documentation). For a landlord that covers the tenant side: rent invoices, receipts and payment.
Owners need a monthly statement per unit: rent collected, management fee, maintenance and balance paid out. That is a custom report, and the feature owners notice first. Bilingual Arabic and English statements are possible; our guide to Odoo in Arabic explains what is standard and what needs a template.
Off-the-shelf property software or an ERP?
Dedicated property management products exist for the UAE, and some advertise Ejari integration. If you only manage residential lettings for a few owners, one of them may be enough. An ERP earns its place when property is one part of a wider business: a group with trading or contracting arms, a facility management division, several legal entities, or heavy purchasing and stock for maintenance.
Whichever you choose, ask the vendor to demonstrate a returned PDC, a lease renewal with a rent change, and an owner statement for a unit with a maintenance recharge, using your data. Our guide to choosing an ERP provider in Dubai has the full question list.
How to measure whether it is working
| Measure | Why it matters |
|---|---|
| Cheques deposited on their due date | Direct cash flow effect; aim for every cheque on the daily list |
| Returned cheques open over 14 days | Shows whether follow-up is happening |
| Leases expiring in 90 days without a renewal decision | Early warning for vacancies |
| Days to close a maintenance request | Tenant satisfaction and renewals |
| Days to send owner statements after month end | The number owners judge you on |
Take a baseline for each in the month before go-live.
Mistakes UAE property businesses make with ERP
- Modelling tenants as customers without units, then trying to report by building.
- Keeping the PDC register in Excel "for now" after go-live.
- Running owners' association funds through the manager's own company.
- Applying one VAT rate to a building with both shops and flats.
- Building owner statements last, when they are what owners see first.
Where Devvista fits for UAE landlords and property managers
Devvista is an official Odoo partner that builds real estate setups in Odoo for UAE landlords, property managers and owners' association managers: units and leases with Ejari or Tawtheeq details, PDC registers, per-property accounting, maintenance cost tracking and owner statements. We work remotely during hours that overlap the UAE business day, and our Odoo projects are under NDA, so examples are shown without client names.
Good fit: portfolios from about 100 units, or management companies with several owners and entities. Not a fit: a single landlord with a handful of flats, where a simple property app is cheaper. See our Odoo implementation service, our real estate software development work for fully custom platforms, how Odoo customisation is scoped, the Odoo pricing guide and the UAE hub.
