An Odoo implementation for a UAE business has to do more than invoicing: produce the VAT201, support corporate tax, keep mainland and free zone income apart and, from 2027, send e-invoices through an Accredited Service Provider. Devvista is a software development and growth agency and an official Odoo partner that implements Odoo for UAE companies remotely, with e-invoicing built in from the start. This page covers what Odoo already does for the UAE, the gaps, industry setups, timeline and cost.
The problem: finance runs on spreadsheets and a system built for somewhere else
Most UAE companies we speak to fit one of three pictures. The books are in QuickBooks, Zoho Books or Tally while stock, projects and payroll live in Excel. Or Odoo is installed but was set up without the UAE localisation, so VAT is calculated with home-made taxes and the VAT return is rebuilt in a spreadsheet every quarter. Or the group has a mainland company and a free zone company, and nobody can see the consolidated position without a week of work.
The cause is usually the same: the system was chosen for invoicing and grew by workarounds. Corporate tax from 2023 and e-invoicing in 2027 now expose those workarounds, because both need clean, structured data per legal entity.
What Odoo already covers for the UAE
Before customising anything, use what Odoo ships. According to the Odoo 19 UAE localisation documentation:
l10n_ae: a UAE chart of accounts aligned with IFRS and FTA requirements, with separate VAT payable and receivable accounts.- Taxes for 5% standard rate, zero-rated, exempt, import VAT, out of scope and the reverse charge on imported services.
l10n_ae_reports: a VAT201 return and a corporate tax report (accounts must be tagged manually).- Automatic exchange rates from the Central Bank of the UAE.
l10n_ae_posfor point of sale receipts.
Odoo 20 (September 2026) adds a redesigned six-digit UAE chart of accounts, an FTA VAT audit file generated from the general ledger and an improved WPS export (Odoo 20 release notes). What no version includes yet is PINT-AE e-invoicing, which we cover below and on the Odoo e-invoicing integration page.
Set up VAT and corporate tax so the returns come out of Odoo
- Install the UAE localisation before the first transaction, not after. Switching charts of accounts on a live database is painful.
- Record the 15-digit TRN on your company and every registered customer and supplier.
- Use only Odoo's UAE taxes, and delete or archive the home-made ones so nobody picks them.
- Tag accounts for corporate tax. Corporate tax is 9% on taxable income above AED 375,000 (Ministry of Finance). Odoo's report needs accounts tagged for exempt income and disallowed expenses such as part of entertainment costs; agree the tagging with your tax adviser.
- Reconcile the VAT201 against the ledger for the first two quarters before filing straight from Odoo.
Mainland, free zone and multi-company in one Odoo
Odoo handles several legal entities in one database, each with its own chart of accounts, journals, TRN and invoice layout, plus intercompany rules that create the matching bill in the other company automatically.
Free zones add a tax reason to keep entities apart. A Qualifying Free Zone Person can pay 0% on qualifying income and 9% on the rest, and losing the status means five years at the standard regime (CMS). That makes it important to separate qualifying and non-qualifying income in the books. In Odoo we use separate companies per licence and analytic tags for income type, so the split is visible in reports rather than reconstructed at year end.
If your entities share a VAT tax group, note that e-invoices between group members are excluded for 24 months from 1 January 2027 (Ministry of Finance); invoices to outside customers are not.
Arabic and bilingual invoices
Odoo can install Arabic as a language, show it right to left and print each document in the customer's language. Many UAE companies want a single bilingual invoice with English and Arabic side by side; that is a report template change in Odoo Studio or a small custom report, not a module. Product names and terms need Arabic translations entered once per record.
Check the exact language requirement for your invoices with your tax adviser. Note that with e-invoicing, the legal invoice becomes the structured PINT-AE data; the printed layout is for your customer.
Payroll and WPS: what Odoo does and where the gaps are
Odoo Payroll is an Enterprise app with a UAE localisation that includes end of service gratuity rules and provisions (monthly salary divided by 30, times 21 days per year as the standard calculation), annual and sick leave provisions, social insurance, DIFC DEWS contributions and a WPS report built from each employee's ID and bank details (Odoo UAE payroll documentation).
The gaps we plan for:
- Overtime and shift allowances are not described in the documentation we checked, so they are configured as salary rules.
- The salary file format your bank or exchange house accepts must be tested with a real upload before the first payroll.
- Gratuity for long-serving staff with contract changes needs checking against your own calculations before go-live.
- Companies on Community edition do not get Odoo Payroll and need a payroll provider or a custom build.
Industry setups we see most in the UAE
Trading and general trading
Multi-warehouse stock across Jebel Ali, a mainland showroom and a free zone store; landed costs for freight and duty; multi-currency purchasing; and post-dated cheques, which UAE customers still use and which usually need a small customisation to track by due date.
Construction and contracting
Job costing with analytic accounts per project, progress billing against a contract value, retention held and released, subcontractor bills and purchase approvals by project. The invoicing pattern here is the one most likely to break a standard e-invoicing connector, so it is tested early.
Facility and property management
Recurring service contracts, field service jobs with technician schedules, maintenance requests, and tenancy records with Ejari details stored on the contract. Odoo has Field Service and Subscriptions apps in Enterprise; tenancy and Ejari fields are a light customisation.
For deeper changes, see our guide to Odoo customisation with Studio or custom modules.
E-invoicing ready from day one
A new implementation is the cheapest moment to prepare for PINT-AE, because the data is being loaded anyway. In practice that means:
- Importing customers and suppliers only with a TRN, emirate and structured address where they are VAT-registered.
- Mapping every tax to a UAE category from the start.
- Building custom invoice flows (progress billing, retention) with e-invoicing in mind, and testing them through your ASP sandbox.
- Switching off edits to posted invoices and training staff on credit notes.
- Choosing the connector and ASP during the project, built so it can be swapped for Odoo's native UAE module if and when that is released.
The dates for your company are in the UAE e-invoicing deadline guide.
Implementation steps, timeline and cost
- Discovery (1 to 2 weeks): processes per department, legal entities, reports the owners actually read.
- Configuration (3 to 6 weeks): localisation, companies, warehouses, approval rules, invoice layouts.
- Data migration (in parallel): opening balances, open invoices and bills, stock, customers and suppliers from your current system.
- Testing and training (2 to 3 weeks): end-to-end runs with your own data, including a VAT period and a payroll run.
- Go-live at a month or quarter start, then four weeks of support.
That is roughly 8 to 16 weeks for a company with one or two entities. On cost, one UAE Odoo partner publishes a range of AED 25,000 to 140,000 for implementations depending on scope (Silent Infotech, 2026); treat that as one vendor's estimate, not a market rate. Licences come on top; our Odoo pricing guide explains how Odoo charges.
How to measure whether the implementation worked
- Days to close the month: record it before the project and three months after.
- Hours to prepare the VAT return: should fall to a review of the VAT201 Odoo produces.
- Stock accuracy: difference between Odoo and the physical count at each warehouse.
- E-invoice first-time acceptance once you are live with your ASP.
- Spreadsheets still in use: list them at kick-off and count how many are retired.
Mistakes UAE companies make with Odoo rollouts
- Skipping the UAE localisation and building taxes by hand.
- Putting mainland and free zone income in one company and splitting it with journal entries later.
- Migrating every old customer record, duplicates and all, instead of only active ones.
- Assuming payroll and WPS work without a test bank file.
- Leaving e-invoicing for a second project six months after go-live.
Where Devvista fits
Devvista is an official Odoo partner that implements Odoo for UAE trading, contracting and facility management companies, with VAT, corporate tax tagging, multi-company free zone setups and PINT-AE e-invoicing included from the start. We work remotely, during hours that overlap the UAE business day. Our Odoo work is under NDA, so we show sanitised examples on calls rather than client names.
Good fit: 10 to 300 users, one to several entities, a finance lead who can give the project time. Not a fit: companies that need consultants on site every week. Read more about our global Odoo implementation service, hire Odoo developers, or return to the UAE hub.
